Just buy Linux system, not heavy computer system.

Just two days before his brother in Jingdong Mall to buy a desktop computer, Dell prance D2010R-226, AMD Athlon X240 dual-core, pre-installed operating system is linux, my brother just received today, I fear he does not take linux system, software and support very small, so put my win7 CD to him, let him reinstall the system (I also Dell, there win7 original CD, but not to buy him the computer model). He got the computer, you put the disc reinstall the system, but life and death can not reinstall. CD-ROM boot selection start, then that is stuck in blank screen, the screen has a white upper left edge of the twinkling, then that is the English letter "file" and the like.

Looks like you used google translation here
anyway, your problem seems to be the pc can't boot from that CD.
It can be one of 2 things: either the PC can't boot from any CD (and that can be as simple as a BIOS setup to fix it).
Or your CD (windows 7 if I understand your post correctly) is bad.

To find out, try to boot a Linux live CD on that machine.

If the problem is that your windows 7 CD is bad, I'm afraid the Linux community won't help you much
