It appears that you need to install xorg-11-base, xFree86-base packages. By default only the Cygwin base packages are selected which do not include X. For the X server installation, you must choose at a minimum the “xorg-x11-base: Cygwin/X base” package. During installation scroll and click on the “+” next to X11 in the category column. You can run through the installation again and install the additional packages you want without having to reinstall Cygwin entirely.

This is a Linux Forum : Not much help for Windows©.

The errors : All the required X libraries must be installed.

NS-allinone-2.34

You need to install these packages: packages_base="gcc gcc-g++ gawk tar gzip make patch perl w32api"
packages_xorg="xorg-x11-bin xorg-x11-bin-dlls xorg-x11-devel xorg-x11-libs-data xorg-x11-etc"

check if you have them on your cygwin: for example : cygcheck -c gcc | grep gcc

if you get ok you have it otherwise get back to your setup.exe for cygwin and choose full for view and find these packages to install. discheck the option Hide obsolote packages to see all packages you need.
