IDE #1 controller no longer works

i have a toshiba satellite laptop that i bought new in 2003. just recently the cd drive stopped working. at another forum i was told that may be the drive took a dive so i bought a new drive and installed it, but the new one did not work either. i took the laptop to a technician and he said that he installed another drive to verify that mine were not broken, but his did the same thing, it didn't work. so he said the IDE controller is bad and it is extremely expensive to fix since it's soldered to the main board. i would really like to try some new distros on the computer, but i can't install anything because i have no cd/dvd drive. from BIOS you can only set the laptop to boot from hard drive, cd, or floppy. my question is, is there a program or file that you can save to a floppy that when you put it in the floppy drive and boot up from it, it tells the computer to look for an external usb drive to load from instead or the internal drive? i really hope there is.

thanks in advance

Yes, there are some. I believe Damn Small Linux provides a bootdisk to allow booting from USB, but I could be wrong.
