Do you mean mount an external hard drive so you can access files from it?
or
Install an OS to it?

I have a USB external hard drive that I use with my laptop occasionally...to mount it, I use a command like:
mount -t vfat /dev/sda1 /mnt/usbHD

*note-I access the hard drive through the /dev/sda1 block device, not sure if it will be the same on your system, but worth a try.
