Does throttling work on non mobile processors?

Good evening, I've recently upgraded my kernel to 2.6.1 on both of my laptops but I did not enable CPU throttling because they're desktop P4s not mobiles. Does the throttling still work for the non-mobile versions? If so how exactly do you control the frequency scaling? Thank you.

I'm not much of an Intel fan so I can't be specific here but I'm going to say maybe... The P4 will throttle but only to keep from overheating and such. I do not think the CPU will throttle to save any power, I could be wrong... That's why you wan't to buy the laptop processors if you can afford it. Of course if you just keep your laptop on the desk all the time then it really doesn't matter.
