That's correct, if there were no driver (and firmware, if applicable) in place, you wouldn't be receiving be a list of connections or be able to log into a network. Sometimes Linux wireless drivers are not as good as their Windows counterparts (or have problems) because of reverse engineering, lack of OEM support or other issues.
