Dell Inspiron 3800 - tvout


I have a challange for someone with much more linux expericance then me. I have a dell inspiron 3800 with a ati rage mobility card with a s video tvout plug. i found a few files on it including and atitvout.tar.gz file that is supposed to activate this but alas it does not, hence the post. I would really like to get my laptop screen dumped on my tv. i'm using redhat 9 to try this and i already have xine installed patienctly waiting for my vcds to be played.
