cpufreqd 1.2.2 rule

cpufreqd on my laptop (running Debian) got upgraded to 1.2.2. In the /etc/cpufreqd.conf there are now two parameters I haven't seen before:

Code:
cpu_nice_scale=1.5
delay_cycles=3
They are only under the "conservative" rule. I can't find any info about what the parameters are doing. Any ideas?
