Black strips on top res of video

I have a Toshiba Techra 720CDT that seems to be handling Mandrake fairly well. I'm running KDE at 1024X768 (its highest resolution) and both the bottom and the right of the LCD panel seems to be black strips about the thickness of a button in KDE. Why is it there and how do I get that bottom right corner of KDE to sit on the bottom right corner of my laptop's LCD panel? I cannot move my mouse into this black area.
