You can get a driver from the ATI site but I suggest you set up livna (
http://rpm.livna.org) as a repo and grab the ATI driver from there. They will update the RPM each time a new kernel is released so you will typically just be able to grab the update from there as opposed to recompiling the appropriate pieces for the original ATI rpm. They also have an rpm for ndiswrapper that should help you getting your NIC working, too.
There seems to be a problem getting the fglrx module to build with FC4 so you will probably end up with accelerated graphics but still using the Mesa drivers for 3D. Not full 3D acceleration but still decent.
