Question USB kernel filtering module/driver

Currently I'm trying to write Linux kernel module which should filter all kinds of USB devices. It should filter devices by their ids, just be vendor id and device id.

What should I do to filter them. Should I unload other drivers/modules, or how to load my module before all USB drivers. The question is what should I do in order to filter USB devices.
Now my tmp code can handle USB mass storage devices and just show when they are connected /disconnect.

Have a look at existing code, say usbguard.github.io?
