traffic control (tc) - RTNETLINK answers: No such file or directory

I am trying to use tc as below -

[root@zzzslave-1 /]# tc qdisc add dev eth0 root handle 1:0 htb
RTNETLINK answers: No such file or directory
[root@zzzslave-1 /]#
[root@zzzslave-1 /]# cat /etc/*-release
Red Hat Enterprise Linux Server release 5.3 (Tikanga)
[root@zzzslave-1 /]#

Could anybody help me to fight this issue?

Are you sure that you have eth0? Some distros use different names. Also, are you sure you installed all the packages you may need?
