shutdown stops at

beginning with 5.1.10, continuing through 5.1.14. I still have 4.20.13 around, which doesn't do this, so I don't think my hardware is different.

Is the new kernel and oldconfig or a custom config?

I apply the incremental patch, build with a custom config.

Maybe try a 5.1.14 with oldconfig and see how that goes?

...and take into consideration "new" items if any.

I upgraded to 5.4.14 today. When I rebooted (from 5.4.13), shutdown worked as it should. I have no idea what made the difference.
