Locale support in Linux kernel

I am working on an embedded linux system that supports only 2 locales:
C and POSIX.

Can someone guide me how to add other locale support to the system?

You will have to install uclibc or glibc. Glibc is huge but has locales. Check out uclibc. Last time I looked it had threading limitations
