There is nothing non-standard about kernel 3.7 that I am aware of.

HINT:
In older kernels, changing line 65 of keyboard.c, which says:
#define KBD_DEFLEDS 0
is sufficient to boot with numlock on. No, I am not going to document in this thread the modified line 65, and I request that nobody else does either so that Google won't find an outdated 'solution'. The 3.7 keyboard.c does not contain "DEFLEDS".
