How to force the cpu frequency of a core?


Hello,
I am using Intrinsyc Snapdragon 810. The OS is: Android 5.0.2.
When I try to set the cpu frequency of A57 cores to a certain value, it changes whenever I run a task on the board. I am using this command:
echo <frequency> > /sys/devices/system/cpu/cpu0/cpufreq/scaling_setspeed
The board is rooted and the governor is "userspace".
I faced the same issue on Odroid-XU3 running on Ubuntu 16.04.
Is there any solution for this issue?

I would give a generic answer based on how it works in GNU/Linux, but this would not necessarily work in Android.

Could you give the solution anyway, because I faced the same issue on Ubuntu 16.04.
