"elevator=deadline" not respected with kernel > 4.4.x

For various reasons I'm trying to set the default I/O scheduler at boot time. This is so that I don't have to set it for each storage device that I plug in after the OS is booted. In particular, I am specifying "elevator=deadline" but this is not respected, instead using noop (though deadline still seems available). This used to work with older kernels but not anymore. What to do now?

Well I'll be darned. Deprecating elevator= certainly doesn't make life easier. For me this default 'noop' had better work, or else it's time to start reversing commits or ditch the SSD.
