compile wccp on new kernel

Makefile:25: *** Linux kernel source not configured - config.h not found. Stop.

I've been at this for 2 days, ive installed new kernels and recompiled and im still getting this same issue, theres very little documentation on this. i got a step further when i did a ln -s autoconf.h config.h but the make still failed

I have to sat that I install centos 5.4 with 2.6.18.164 kernel version and compile kernel 2.6.30 version.
I had not any problem with 2.6.18.164 kernel version regarding to compile wccp, but when boot my linux with new kernel[2.6.30], and want to compile wccp, i get the above error.why? can anybody help me?
