Character driver module: device or resource busy

I am new to writing modules. i have written a simple module for character device. But when i am trying to insert the module (insmod) its giving an error:
init_module:device or resource busy.
This is my init_module:

int init_module(void)
int result;
// registering the device
result = register_chrdev(major,DEVICE_NAME,&fops);
if(result < 0)
printk("<0>chardev: cannot obtain major number %d\n", major);
return result;

Please help me with this problem.
