alternative way to get USB file handle: hotplug? sys/bus/usb/devices/ ?

Good day,

Is that make sense?
Once system recognize device. Doesn't load any driver.
But make all entries in "sys" tree.

Can that be used as file handle?
Can that be used for ioctl?

Thanks.
