[CPU hot-plug] Why we need to run STOPMACHINE state?

Hi all,

When we call _cpu_down to stop cpus, each cpu will run "stop_machine_cpu_stop" function to stop themselves. In "stop_machine_cpu_stop", they will run STOPMACHINE states to wait each other.

Can we remove the state-machine to speedup the time of closing cpus? Will it cause any risk? I have no idea why they need to wait each other to finish the state when they are closed.

Thanks.
