WinTV bt787 xawtv Pal stations with NTSC card?

I am running xawtv quite well at this point on redhat 8. I have a Hauppauge WinTV 62471 Rev A2 that's labeled as being NTSC, and I live in Germany, where the TV standard is PAL. Interestingly, I am always able to view the TV stations with my NTSC card, but the picture is always Black and White and the audio is nothing but static. Radio works beautifully and I get crystal clear sound when my card is attached to the apartment building's cable system. I have the cable connected to the TV input on the card, so that shouldn't be the problem.

I read in the technical specs two interesting, yet confusing things. One is that the BT787 chip requires a crystal with 28 Mhz for NTSC and 35 MHz for PAL. My card has the 28 MHz crystal on it. The second thing I read (in the same PDF file) is that there is a way in which one crystal can be used to tune either PAL or NTSC and I've no clue whether my card is capable of that.

Does anyone have experience with this? I would hate to have to toss away my tv tuner card and buy a new one. Ultimately, I would like to set up a PVR with my linux machine, but for right now I would settle for getting a decent TV picture.

Also, there are two jumper-style vertical pins on my card that are unmarked, but they seem to be connected to some sort of eeprom. Does anyone know what they are for?
