WinFast (Leadtek TV Card) not best picture and channel is messed up

I'm trying out this Winfast Leadtek TV card using tvtime. I've noticed however that the channels are a bit messed up. What really should be channel 31 is 32, what should be 58 is 59, so on and so forth.
Also, the picture isn't all too sharp. I've been trying to sharpen it, but not much luck yet.

I'm using MandrivaLinux 2006; under KDE workstation, tvtime program to watch tv.
