Try to see if you can select an option in your BIOS that will load optimized values for your system or autodetect you IDE devices. If your BIOS can't see your drive, well, then, you've got a problem.
Some troubleshooting steps.
Check and re-check the power connectors and data cables for your drive. Can you hear that drive spinning up? Swap out the drive to a different controller (primary to secondary or vice-versa). Are there any slave drives in the equation? CD/CD-R/DVD drives?
