What are the commands to know if SMI is involved in thermal throttling of the CPU?

ATTENTION: On some systems, SMI may be involved in thermal throttling of the CPU. Thus, switching it off can cause hardware damage in overheat situations.
On the page dedicated to x86 architectures, they say it is for
"some" systems. What is the way to know whether my system is
one of them or not?

Any commands to find this out? Or anything else?

Will the same be applied to 64 bit systems too?
