Does this processor have the ability to lower the clock speed when idling?

Also, try re-booting and going into BIOS setup--see what the BIOS thinks the clock speed is.

I get the same thing with my E6300, and AFAIK no clock modulation is going on (none should be going on). This CPU does have the ability to lower clock speed though, yes.

model name : Intel(R) Core(TM)2 CPU 6300 @ 1.86GHz
stepping : 6
cpu MHz : 1600.000

When is the "cpu MHz" from /proc/cpuinfo measured? My BIOS thinks the clock speed is 1.86 GHz. 266 FSB x 7 multiplier = 1862.
