video encoding on graphics card

I've heard some talk recently about encoding video on the graphics card and I'm trying to figure out if it's possible with the budget cards or confined to the high end ones. I have a Nvidia FX5200 PCI card and would like to know if it's possible to encode to h264 with mencoder, onboard.

I'm reading through this article but I'm not seeing any mention of how to do the encoding on the graphics card rather than the processor...
