usb webcam with build-in jpeg compression


Hi,
I want to purchase a usb webcam with build-in jpeg compression.
But I have one doubt with the concept of build-in.
Whether camera (hardware) does jpeg compression or the camera-driver(software) does jpeg cpmression from row image of camera before giving to the application requesting.

Please clarify my doubt.
And suggest me about some low cosr usb webcams.

Please answer my question without thinking about cost.
There are many webcams available now a days with jpeg compression.

In my view it's due to webcam driver (s/w).
There are many lowcost webcams available with jpeg compression.
