I believe you need to be a memeber of the optical and storage group to have permision to mount as a normal user.

If you enter "groups" in the the teminal while logged in as a normal user what does it say ?

Code:
[-user@Tux-Box-]
|- in [Desktop]-|-> groups
lp games video audio optical storage scanner power users

Before you proceed with anything, ditch your installation of Red Hat 9, it is obsolete for many years now and not supported at all.
Install a recent and supported version, maybe CentOS 6.3 (which is a free clone of Red Hat Enterprise Linux) or Fedora 17 (the development version for RHEL, also free).
If you are new to Linux you possibly want to go for a more beginner friendly distribution, like Mint, Mepis or Ubuntu.

Good catch TobiSGD. I would consider TobiSGD advice before moving forward. Once you are set with an install you can use the usermod command to add groups.

"usermod -aG Groups to be added Login-Name" ---> check out the man page for additional info.
