usb.c: USB device not accepting new address=4 (error=-110)

Hi there
When ever I plug my USB mouse to USB , I recieve this message :

usb_control/bulk_msg: timeout
usb-ohci.c: unlink URB timeout
usb.c: USB device not accepting new address=5 (error=-110)

Distro is debian , and kernel is 2.4.17 386
my mainboard is K8NS PRO with an AMD64 , but I installed the 32bit version of Debian 3.1 r0a
the mouse is GIGABYTE optical

Thanks for helping me
Arsham
