Those that say they don't are the biggest culprits.
They either draw the max allowed for a USB slot thus depriving any other slots on the same controller, or they often draw TOO much when stating up, thus causing the safety feature to trip and need a reset.
Disks that are under powered, as is often the case with USB powered drives, will throw more errors.
