Question USB 2.0 LAPTOP become usb 1.0 laptop ?

My ecs 536s laptop recently has very strange behavior... like usb 2.0 enabled chipset only process usb 1.0 or 1.1 bandwide!

I check with ubuntu device manager and discover that my usb device can only get about 12 mbit/s or 1.5 mbit/s ! but my usb 2.5 hard disk is usb 2.0 certified indeed .

what's going wrong ? hardware fault ? usb chipset ruined? or otherwise ?

please help me.
