All my suggestions so far were based on your comment "I used to be able to before but not anymore." Something has obviously changed. It might just have been further back than we think, or caused by some other software or configuration change.

Personally, I would install and test a later series kernel, say the latest 4.10 series kernel, and try that out in case better support for your hardware has been added since the 4.4 range.

Thanks. Will this be available automatically with system updates or is this something I have to look for?

It probably wouldn't take much to give xbacklight a gui via tcl/tk. A simple slider from 0% to 100%. I recall something around 3 lines of code for that back when I had a vaio and needed to use sonypi. Although it didn't work for my particular model at the time.

If you have not new hardware that is "popular" you probably didn't install something.
