udev rule: need help

when I unloaded brltty and ran udevtrigger, it found the display and all was good.
However, when I rebooted, apparently local.rules was not run by udev, because it didn't find the device.

Is it a problem where it is my rule, or do I have to do something special to get local.rules to be run?
