Ubuntu and Auto Mounting Memory Stick


I am using Ubuntu 8.04 Hardy Kernel with its Debian Foundation and am used to using an Redhat core distribution. So I have some trouble locating equivalent files such as /etc/fstab so bare with me. My issue is occasionally I insert a memory stick and it mounts ok with the appropriate permission and I able to transfer data back and forth without any issues. Sometimes when I insert certain memory sticks it will not mount automatically and when I do

sudo mount -t vfat /dev/sdb1 /media/disk 
it will mount with root permission and I am able only to view and not copy with my regular account. So my question is what file control the mounting process in Ubuntu or Debian that is equivalent to Redhat and /etc/fstab. Can someone clarify this the process of auto-mounting and permissions? By the way where is /etc/inittab in Ubuntu?

I think I pretty much figure the auto mounting process but I still need clarification of where Ubuntu places /etc/inittab?

I'm lurking, trying to find my own solution, so I'll clear this up while I'm here. According to http://www.linuxquestions.org/questi...nittab-506281/, Ubuntu uses /etc/inittab if it exists, which it doesn't by default.

EDIT: Oh, and I've switched to Ubuntu since I was here last as a Windows user.
