U.S. Robotics 5610b configuration problems

Well, I'm using RH9 and I dont seem to have a ttys4, the default directory the modem is installed. It only goes up to s3. I've tried all those but none of them work. Oh yeah im using kppp and on ttys1 it says the "modem is ready" then "initilizing modem" but it just stays there and never dials or anything. Could it have installed to s1? If so why does it stop at "initilizing modem"? Any help would be greatly appreciated.
