Trouble Telneting out of the Machine

Once a year I seem to have these weird things happen to my linux box. This year I switched the hard drive to a different mobo, and am now encountering some network problems. I seem to have everything set up okay, ie., I can access the internet through browsers. However, I can't seem to use telnet or ssh or ftp out of the system. On the network, my other machines can telnet into the address okay... I have the base machine WinXp with a wireless router and a hub. When trying to telnet out, I get Trying and that's it. Linux actually has an ethernet card set up through the wireless router. Can't think of why it's not letting me through. Firewall has been turned off, and I've even disabled iptables, but no luck yet. Any ideas?
