Question Super slow downloading speed in Automatix, Synaptic and Gnome Install

I had only 1 restricted driver. That is Lucent/Agere linmodem controller driver. I wonder if this property driver causes a super slow downloading speed at my update manager , or any installer I got. However, this does not seen in firefox, or other web surfing. I had select a server in Singapore as my location is at Singapore. I got a broadband connection, cable with 6Mbps, why the downloading speed could be as low as 230bps or even could not connect it?
What should I do?
