I found a FAQ about my particular laptop configuration, and this is what it says:

Fortunately, Dell (up until recently) used the ATI Rage Mobility M4 which is fully supported under XFree 4.0.x (if you're using 3.3.x, it is also supported, but go upgrade your X anyway) with the ATI r128 driver. 3.2. Using the ATI Rage Mobility M4 This should *just work* using either the "ati" or "r128" driver under X 4.1.x. DRI, and DVD playback (both fullscreen and windowed) also work (tested using mplayer, xine, and osm). Note: you should disable DRI if you want to suspend (see above section 1).

I want to enable AGP 4x, but I don't know what the heck this means. What is the "Device" section?

In the device section of your XF86Config file. This is the configuration file for your xserver and should reside in /etc/X11/XF86Config. In this file (which is just a text file) there will be a section labeled 'device' (among other sections called inputdevice (mouse) and screen or display, etc) that defines attributes of your video card, most importantly what driver to use to access it. But you can also include other options like what mode of agp to use.
