Some U320 SCSI disks only syncing at 40 MB/s
 
Dell Poweredge 2850 server with 1x6 (non-split) SCSI backplane.

I was testing a collection of used, spare hot-swappable disk drives (in the trays) (all claim to be 146 GB 10K, U320 with 80 pin hot-swappable connectors on the tray).

In both direct SCSI (and RAID mode), the BIOS detects the sync of some of the HDDs at only 40 while most sync at 320. Moving the drive to another slot, does not help - it seems like a drive property (the IBM/Hitachi IC35L146UCDY10-0 models all seem to only sync at 40, but other brands have this problem too).

Any way to reset with a linux tool or are there hidden jumpers inside of the hot-swappable tray? No jumpers appear visible.

The SCSI drive properties show the drives as operating well with no errors.

I don't believe there are any tools to do this, try updating the drive firmware first.
