Setting dev privileges after hotplugging

I have a Nokia Communicator and after I plug it in with the serial cable, Ubuntu hotplugs it automatically. The problem is that when it creates /dev/ttyACM0 which is used by the driver, it sets the privileges so that only root can access it. I would like to have every user access (with Gnokii), so I have to chmod it as root every time the phone is connected. I have to do this every time when the phone is removed from the dock, since /dev/ttyACM0 gets deleted.

How do I set it so that /dev/ttyACM0 privileges are automatically set when the phone is hotplugged?

If the device file is created dynamically by udev it looks like the access mode can be set in the udev rules file /etc/udev/rules.d/udev.rules.

The man page for the udev.conf file also mentions /etc/udev/permissions.d/. I'm not sure what additional features that provides.

Thanks! That worked. I added a rule to /etc/udev/permissions.rules.
