First of all, have you installed the epkowa/iscan backend supplied by Epson here?

Second, once you have the driver working, udev needs a rule to be able to detect the scanner properly and create the proper /dev entries for it. For that, install the libsane-extras package, which should set it all up for you.

I have installed the epkowa/iscan backend and also the libsane-extras package and still a no go.
