With Ubuntu I find the hplip package is installed by default, but the hplip-gui package is not.

My fix has been to do
$ sudo apt install hplip hplip-gui
and when completes I do
$ hp-setup
It will go through the process and when needed it will prompt for your sudo password. Allow it to download and install the plugin when prompted.

As it is setting up the printer it will give you a checkbox for printing a test page. Select that and if it works you are good to go.

The hp-tools command will give you a gui for managing that printer

Once installed properly and the plugin has been installed then xsane will be able to use the scanner.
