SATA hotplug issue

Hi, I've build a kernel 4.19 with buildroot. When I start the NUC with a SATA disk (AHCI) plugged, I can unplugged it and plugged it can successfully and it is always recognized by udev rules that mount/unmount it. My problem occurs when I start the NUC without the SATA disk, then when I plugged it hoping that it triggers the udev rules, it does not happen doing nothing (the disk consumes power energy). Do I misunderstand something about SATA hotplug ?

I would guess there should be some logging that would help.
I have a complete lack of experience with your issue.
However, this link discusses a similar issue and might lead to some ideas:

Maybe you should try to review the product manuals to review the expected behavior and problems encountered.
