Resizing/reformatting ext3 partition

I'm currently trying to resize my main partition, formatted as ext3, to make room for another partition.
The problem I have run into is that QtPartEd can only resize ReiserFS (is that the same as xfs?) and NTFS.
So, the questions:
1) Is it possible to reformat an ext3 patition to ReiserFS without data loss, and if so, how?
2) Is there a partitioning tool that can resize ext3 partitions?

Qtparted can't do it.
The resize option on the menu is greyed out, and according to The qtparted website it doesnt support resizing ext3.

ok thanks its exactly my prob, so how do i resize the ext3 partition although?
is it possible to delete it and than recreate two partition from the ext3 i will delete?
if there a new program please tell me.
