reinstall an OS from the internet using Live boot?


I am helping a neighbour with a failed Windows (7->10) laptop. I recovered her files and installed Ubuntu 16.04. There was an error message on install about failing to install something or other first attempt, but I thought the install ended successfully. It did not.
The CD/DVD drive is not working well. It will no longer boot from a DVD!!! (It did two days ago). The bios doesn't have a boot from USB option. (Toshiba-Satellite laptop). I have tried several LIVE CD's that I have from way back -- and the only way I can boot this machine is from an old version of Linux Puppy (Lucid 5.2).
My Laptop doesn't have a CD!
I have run a badblocks check and yes there are multiple badblocks.
I know the hard drive has errors. My question is can I reinstall an OS from the internet with a Live Boot without having to reboot?
Basically can I turn off the bad blocks and install an OS?
Or is there a test I can run to determine why the machine won't boot from DVD?

If not: I do have my work laptop that has a CD/DVD. What distro should I burn for this? I have eth0 so wireless is not an issue.

That laptop sounds like it may be so old that it is not worth trying to save, and/or has more hardware issues than just bad blocks.

Without first solving the bad blocks problem, anything more you do using that HD would probably be a total waste of time.

PXE boot might be an option, but typically a BIOS that has no boot from USB option has no PXE boot option either.

As most of my installations are done via HTTP anyway, if it was here, and

1-could neither boot USB nor CD/DVD nor PXE, and
2-I was convinced the target laptop was worth saving (no hardware issues), and
3-the bad blocks problem was solved, and
4-Windows didn't also need to be installed

then I'd put the HD in a different computer that uses the same storage and network drivers, and preferably also the same Xorg graphics driver, install Linux there, then return the HD to the laptop.

reinstall and pay more attention to the error messages.
ubuntu is known to discard support for legacy hardware, maybe some hardware specs?

Thanks for the ideas. Putting the hard drive in a new machine to format it sounded like a good idea!
Unfortunately when I gave the laptop back this morning with strict instructions not to reboot it -- so it could run from the LIVE CD for a bit. Guess what? Oh yes. It was dead. Apparently the battery hasn't worked for a year!
Best to cut my losses (time) and get out now! it's nice to help a neighbour but!
