I doubt that this is a Linux question
but here goes.
First I'd try one of the commercial CD cleaners. Essentially a disc with a row of soft brushes. This almost never works.
Assuming that the problem is a dirty lens then it can be cleaned. More likely however your laser unit is damaged and irrepairable.
On the basis that the drive is trash anyway you can try to remove the tol cover. This will expose the lens.
Clean it with iso-propyl alchohol - NOTHING ELSE by dampening a cotton bud in the iso propyl and VERY gently stroking it. Pressure will deform the spring and wreck the unit anyway.
DO NOT TRY to operate the drive with the cover off. Lasers and eyes are a bad combo.
This works maybe one time in six.
