Problem setting refresh rate of screen

I have P-IV 2.40C with Intel 865 GBF having on-board graphics controller and Samgung SyncMaster 773s 17” monitor. I am using Mandrake 10.0 Official. I have the following problems: -

I cannot set Monitor Refresh rate to 85, though screen is running at 1024x768 @ 16 bit. When settings are changed through KDE’s interface, refresh rate is shown as 85, but when refresh rate is verified from the Monitor’s menu, it is stated to be 60. Mandrake Control Centre does not provides any option for setting refresh rate. When I run Windows, refresh rate is stated as 84.something by the monitor.
