PCI Configuration Registers

Greetings to all !

I'm having an apparent conflict between my modem card (Ambient 536ep ) and my soundcards : DMX 6fire and Creative Live! on my Gigabyte GA-7VAX (Via KT400).

My modem always doesn't respond ( in fact my system freezes ) when i try to dial if i have both cards installed and only from time to time if i have only the DMX plugged in.
I had similar problems in winxp (lock-ups in games and audio programs) until i had installed the famous PCI Latency Patch wich modifies card latencies trough PCI Configuration Registers.
There are also other functions wich can be enabled this way such as processor cooling by setting STPGNT bit.

Is there a tool similar to h oda's PCR EDIT or an configuration option in Linux?

I am using Redhat 9.0 distribution, with 2.4.20-8 kernel

Thanks in advance.

Well, the answer was quite obvious : by using pciutils
BUT
the changes are not applied. I checked the configuration file in /proc/bus/pci and although it has changed, the system state remains the same. For example bit 0 in D2 host bridge register is the STPGNT function. By enabling it with h'oda 's PCR EDIT i get a 20 degrees processor temperature dropdown. This doesn't happen when i use setpci utility.
Any idea why setpci doesn't work ?
