parallel disk transfers?

I have an HP ENVY desktop PC with two SATA drives installed. Each drive is attached to its own SATA data cable. Is this configuration capable of transferring data from the two drives in parallel with each other? Or is the situation such that only one drive can be transferring data at a time?

If the two drives cannot transfer data simultaneously is the bottleneck in the hardware or in the kernel?

If I get the question correctly then yes, before sata it was possible to perform read/write to a number of drives at the same time. (pretty sure on that).
